OUR VISION

English learners will fully and meaningfully access and participate in a twenty-first century education from early childhood through grade twelve that results in their attaining high levels of English proficiency, mastery of grade level standards, and opportunities to develop proficiency.

THE PROCESS

When a student enrolls and completes a Home Language Survey with a language other than English to any of the first three questions, the Initial English Language Proficiency Assessment (ELPAC) will be administered to the student in the first month of school. The ELPAC is California's assessment to help schools determine whether or students need extra instruction to develop English proficiency.

Students will then be identified as "Initially Fluent" or "English Learner."  Teachers will utilize a variety of instructional strategies to help the English Learner develop English proficiency.  Each spring, English Learners will take the Summative ELPAC until teachers and parents conclude that the student is proficient in English.

OUR GOALS

The major goals of the program for English language learners in the Manhattan Beach Unified School District are:

​

• to develop proficiency in English

• to give English language learners access to the District’s core curriculum as rapidly and as effectively as possible by placing them with CLAD/SDAIE certified teachers while also receiving additional English Language Development support.

 

All English learners are enrolled in Structured English Immersion classrooms with CLAD / SDAIE certified teachers.  Students receive designated English instruction as well as support with content classroom work as needed.

 

English language learners are redesignated as fluent English proficient (R-FEP) after meeting the district’s established criteria to ensure that these students have overcome language barriers, have recouped any academic deficits incurred in other areas of the curriculum, and can demonstrate proficiency in English comparable to that of the District’s average native English-language speakers.
